ANNOUNCEMENT CALL FOR PROJECT PROPOSAL FOR ASEAN COMMITTEE ON SCIENCE AND TECHNOLOGY (COST) ASEAN PLAN OF ACTION ON SCIENCE, TECHNOLOGY AND INNOVATION (APASTI) FUNDING SCHEME

1.    Objective

1.1. The COST APASTI funding scheme will provide funding for activities that support the efforts towards the realising of the ASEAN Plan of Action on Science, Technology and Innovation (APASTI) 2016-2025.

2.    Overview of Call for Proposal

 

2.1. The COST APASTI funding scheme supports projects that are aligned with the four (4) APASTI thrusts and the eight (8) revised Krabi Initiative’s themes.

 

2.2. The four (4) APASTI thrusts are:

i.      Strengthen strategic collaboration among academia, research institutions, networks of centres of excellence, and the private sector to create an effective ecosystem for capability development, technology transfer and commercialization;

ii.    Enhance mobility of scientists and researchers, people-to-people connectivity and strengthen engagement of women and youth in STI;

iii.   Establish innovative system and smart partnership with dialogue and other partners to nurture STI enterprises to support MSMEs, nurture knowledge creation and STI applications to raise competitiveness; and

iv.   Raise public awareness and strengthen STI enculturation to enhance ASEAN science and technology cooperation.

 

2.3. The eight (8) revised Krabi Initiative’s themes are:

i.      ASEAN Innovation for Global Market

ii.    Digital Economy, New Media and Social Networking

iii.   Biodiversity, Environment and Climate Change

iv.   Food Security

v.    Energy Security

vi.   Water Management

vii.  Innovation for Health and Wealth

viii.Science and Innovation for Life

 

2.4. A budget of USD200,000 is allocated for each of the following five (5) categories for this Call for Proposal:

  1. Development of policies, guidelines, mechanisms and frameworks;
  2. Conduct of road-mapping and foresight studies;
  3. Development of machinery/services for data sharing and networking;
  4. Conduct of capacity building and/or sharing of experience; and
  5. Development of public awareness and STI enculturation plans and conduct of awareness/enculturation events.

 

3.    Eligibility

 

3.1. The ASEAN COST National Secretariat or national institution of the host government concerned, hereby called “project proponent” is eligible to apply for the COST APASTI Funding Scheme.

 

3.2. The project proponent may in collaboration with any implementer submit the project proposal.

 

4.    Regionality

 

4.1. ASEAN cooperation projects are expected to adhere to the principle of parity and equal treatment of all Member States by involving the participation of all Member States.

 

4.2. Proposal which involves participation of all Member States, but in different ways (e.g., through different level of assistance) or does not involve all Member States, but is participated by a minimum of 3 Member States, would need to provide the rational for the different treatment.

 

5.    Call Processes

 

5.1. To apply for the COST APASTI Funding Scheme, the project proponent may submit electronically their project proposal according using the provided template to the Science and Technology Division of the ASEAN Secretariat at snt@asean.org.

 

5.2. The closing of this Call for Proposal is 31 July 2017.

 

5.3. An evaluation panel will assess the project proposals and make recommendations for COST consideration to award the funds under the scheme.

 

5.4. The Science and Technology Division of ASEAN Secretariat shall inform the successful project proponent by 30 November 2017.

 

6.    Funding Support

 

6.1. The scheme support operational costs including programme costs, recruitment costs, service fees and allowances of professional staff engaged.

 

7.    Disbursement arrangement

 

7.1. The approved budget will be remitted to the project proponent before the commencement of implementation.

 

7.2. Any balance arising is to be returned by the project proponent after the completion of the project.
